1. PURPOSE.

This policy outlines those steps that shall be taken to insure Continuous Quality Improvement within the Los Angeles ARTCC.

2. ROLES AND RESPONSIBILITIES.

The Office of Primary Responsibility (OPR) for this policy is the ZLA Facility Advisory Board. This policy was originally drafted by David Hendleman, ZLA Facility Chief on November 27, 2002, and approved by Dane Penington, VATUSA Western Regional Director. This policy was reviewed by Mike Cassel, ZLA Training Administrator, on Feburary 01, 2009. This policy shall be maintained, revised, updated or cancelled by the ZLA Facility Advisory Board or any organization that supersedes, replaces or assumes the FAB responsibilities. Any suggestions for modification/amendment to this policy: should be sent to the FAB for review.

3. DISTRIBUTION.

4. BACKGROUND.

The Los Angeles ARTCC wishes to maintain a concise roster of respectful, highly-motivated, well-trained, and experienced controllers. The Continuous Quality Improvement program insures that controller performance is periodically reviewed, and that opportunities for improvement are identified.

5. REQUIREMENTS.

The ZLA Air Traffic Manager, Deputy Air Traffic Manager and Training Administrator:

1. Shall periodically observe the performance of the ZLA staff in order to identify opportunities for improvement.

2. May remove a controller from his position because of one or more operational errors ("deals").

3. May require a mandatory practical examination ("Over-the-shoulder") prior to plugging into certain ZLA control positions without Instructor supervision.

4. May require mandatory additional training with a ZLA Instructor prior to plugging into certain ZLA control positions without Instructor supervision.
