1. PURPOSE:
This policy establishes initial altitude assignments for towered facilities.
2. ROLES AND RESPONSIBILITIES:
The Office of Primary Responsibility (OPR) for this Policy is the ZLA Facility Advisory Board. This Policy was originally drafted by Mike Cassel, ZLA Air Traffic Manager, on October 14, 2014 . This Policy shall be maintained, revised, updated or cancelled by the ZLA Facility Advisory Board or any organization that supersedes, replaces or assumes the FAB responsibilities. Any suggestions for modification/amendment to this Policy should be sent to the FAB for review.
3. DISTRIBUTION:
This SOP is intended for use by controllers staffing any position that would provide "clearance delivery" services to aircraft.
4. REQUIREMENTS:
The following altitudes shall be assigned by the clearance delivery controller to IFR departures unless otherwise coordinated. If an aircraft's filed cruise altitude is lower than the altitude specified here, assign the lower altitude.
All Aircraft should be told to expect their filed cruise altitude 5 minutes after departure unless their cruise altitude is also their initial altitude.
- SOCAL TRACON (SCT):
- John Wayne Airport (SNA):
- IFR departures on all SIDs except CHANNEL, EL TORO, ANAHM, HAWWC, and MUSEL SIDs “climb via SID except maintain 5000”
- IFR departures on EL TORO, CHANNEL, MUSEL SIDs “maintain 5000”
- IFR departures on ANAHM, HAWWC SIDs “maintain 2000”
- Other IFR turboprop/turbojet: "maintain 5000"
- IFR non-turbojet/turboprop: "maintain 2000"
- VFR departures: "maintain VFR at or below 2400"
- Long Beach Airport (LGB):
- All aircraft on FRITR, ZOOMM SIDs “maintain 3000”
- All aircraft on TOPMM SID "climb via SID except maintain 3000"
- All aircraft on ANAHM, HAWWC SIDs “maintain 2000”
