    1. PURPOSE
      This Standard Operating Procedure (SOP) establishes operating procedures for Nellis (KLSV) Air Traffic Control Facility and the Nevada Test and Training Range (NTTR). This SOP will be for providing control services at Nellis AFB, the Nevada Test and Training Range (NTTR) and the Desert MOA.
       
    2. SCOPE
      These procedures apply to all VFR/IFR aircraft entering or exiting the Nevada Test and Training Range, all local MOAs, air refueling routes and military training routes (MTRs).
       
    3. ROLES AND RESPONSIBILITIES
      The Office of Primary Responsibility (OPR) for this SOP is the ZLA Senior Staff. This SOP was originally signed by Nick Christopher, ZLA Air Traffic Manager, on 27-MAR-2018.
       
    4. DISTRIBUTION
      This SOP is intended for use by controllers staffing the Nellis Air Traffic Control Facility.
       
    5. BACKGROUND
      This SOP is the primary outline of Nellis Air Traffic Control Facility procedures.
       
    6. REQUIREMENTS
      1. Frequencies
        1. Nellis Approach (F) - 124.95 (Combined)
        2. Nellis Approach (VGT) (G) - 118.12
        3. Nellis Departure (W) - 135.10
        4. Nellis Tower (T) - 132.55
        5. Nellis Ground - 121.80
        6. Nellis Clearance Delivery - 120.90
           
      2. Airspace
        1. Nellis Approach owns the airspace depicted on the graphic from SFC-FL190.
           
      3. Aircraft Routing
        1. All operations out of LSV to NTTR shall be cleared IFR unless VFR is specifically requested.
           
        2. Departures to NTTR shall be routed as follows:
          FYTTR4 FYTTR INS
          FYTRR4 FYTRR BTY
           
        3. Departures to Dreamland shall be routed as follows:
          FYTTR4 FYTTR JAYSN EXITT
           
        4. Departures to the Desert MOA shall be routed as follows:
          DREAM5 MINTT (RWY 21L/R)
          DREAM5 JUNNO (RWY 3L/R)
           
      4. Nevada Test & Training Range (NTTR) and Desert MOA Operations
        1. Aircraft departing to the NTTR or Desert MOA shall be cleared to the last fix on their route:
          EXAMPLE- Cleared to FYTRR. FYTRR four departure.
           
        2. Aircraft departing to Homey Airport (KXTA) shall have the destination airport omitted in the clearance:
          PHRASEOLOGY- CLEARED TO DESTINATION AS FILED.
           
        3. Aircraft entering the NTTR shall be cleared as follows:
          PHRASEOLOGY- CLEARED TO OPERATE WITHIN THE CONFINES OF (restricted area name). ADVISE PRIOR TO DEPARTURE OF (restricted area name). FREQUENCY CHANGE TO TACTICAL APPROVED.
           
        4. Aircraft entering R-4808N/S shall have radar services terminated and be advised frequency change is approved.
          PHRASEOLOGY- RADAR SERVICE TERMINATED. FREQUENCY CHANGE APPROVED.
           
        5. Aircraft entering the Desert MOA shall be cleared as follows:
          PHRASEOLOGY- CLEARED TO OPERATE WITHIN THE CONFINES OF (restricted area name). ADVISE PRIOR TO DEPARTURE OF (restricted area name). FREQUENCY CHANGE TO TACTICAL APPROVED.
